It looks like you've done instalation in wrong order.
Simply install both modules and above issue should be resolved.
The best is to install PageTagger module first, than TagCloud module.

I am interested in trying out the free version prior to purchase... ...Upon installation I received the following error:
Error: TagCloud is currently unavailable. DotNetNuke.Services.Exceptions.ModuleLoadException: d:\hosting\techmock1\united\DesktopModules\TM.TagCloud\View.ascx(34): error CS0012: The type 'TM.DNN.Common.ModuleSettingsBase' is defined in an assembly that is not referenced. You must add a reference to assembly 'TM.DNN.Common, Version=1.1.1.25756, Culture=neutral, PublicKeyToken=null'.
